I have been noticing lately that my scooter hasn't been topping out as fast as it used to. I bought it used a year ago, and it only had 300 miles on it. It has been fine since then and would easily go 50-53 (on my speedo) and I could push it to 55-56 on a nice flat. One night a few weeks ago I was driving and my spark plug wire went bad. The brass piece that connects to the plug broke. Anyways, I replaced that whole unit. In the process of that I cross-threaded the spark plug hole.
So... took head off and rethreaded the whole, put in new plug and got her all back running again. At the same time I tuned the carb and now I have better low and mid range acceleration, but it tops out more around the 45-48 range and 50 if I am really pushing it. Overall the bike seems more happy minus the top end being slower. It sputters less at idle and has more pep till it hits the high end.
Is this probably carb related? Or maybe something to do with the spark. Any help will be greatly appreciated.

I think I found the problem.
In my air filter box, there is another little filter thing the pre-filters the air? It is this grey mesh stuff that lines the bottom of the air box where the ambient air would come in. That was covered in oil. Is that normal? I took it off just to see if that was the problem and drove a few miles and it was. I am guessing it is there for a reason so I'll be replacing it. But it this a normal wear and tear thing, or do I have another issue with the oil on it?

It sounds like the crankcase breather hose is connected to your air intake and there is a little oil comes with that. Over time, the oil can build up to the point where it needs to be cleaned out. Many riders just disconnect the breather tube from the intake and direct it toward the ground. The downside of that is some oil buildup on the underside of the engine and perhape the real wheel as well.

so it is somewhat normal then. that's good to know. I remember reading a post where people put a hose into something like a soda can or similar, is that the hose they are referring to?
