First of my scooter isn't derestricted but I noticed I get a "very high" top speed on it.My gps shows 70,7kmh and my meter showed at the most 55,5kmh?! Is this possible? I have a Baotian BT 49 QT-12.

GPS aren't programmed to be liars. So witness, and believe. It is possible.

Sweeet!  I just have to keep an eye out for the cops,they will fine me for that kind of speeds ( the limit was 30-60kmh,when I rode the 25km to work today).
