I have a Viaggio RX5 (GMI 108) that has a vibration over 27 MPH.

I noticed the back wheel rubbing against the cheap plastic black fender (under seat) I removed that (thinking it was causing it) however, it did nothing. The back rim does not seem to be bent...any ideas?

The wheel is probably grossly out of balance. You can either remove the rear wheel and take it to a bike shop and have them balance it by sticking it on a machine and putting a piece of lead on the rim, or you can get some balancing beads that you put inside the tire. I have never tried the beads, but I hear they work well. I guess you have to remove the valve innards and put them in the valve stem.

There is also a liquid product that balances the tire as well as seals up small punctures called "Slime".

Although I would balance the tire first then use any of these products.

The tire beads and Slime will only balance out about 1 oz of imbalance and some Chinese tires are more than that.
