Just put in a fuel filter where there wasnt one before, and I keep getting an air lock.

I just put the filter on and ran the fuel through, with a big bubble of air in the filter.

Am I supposed to submerse the filter in fuel to fill it first?

Don't worry about it. It will always have some air in it.

If it runs, then don't fix it!

FWIW, I have always seen an air bubble in those kinds of filters, but I have never seen it cause a problem since the fuel still goes through the filter OK.
