You might be able to lower it by loosening the steering head clamps holding each fork and pushing them up. Just be sure that you set them both exactly the same height or your bike will not track right and you will have uneven wear on your front tire.
Also, from the pic it seems the front mud guard might hit the frame, and the light brackets are going to have to be moved down as well. You will only be able to lower it so far before you will have to trim the back of the mud guard, and the light might cause you a headache too because it looks like the fork gets wider about an inch under the top light bracket.
You really need to post some closeup pics of the steering head from different angles for a definitive answer.

A bike designed like that would look broken lowered much.

| Have a motorcycle shop re-spoke a smaller rim on your front hub and shorten the side stand! :P |
